Mobility poverty in the Republic of Slovenia

The concept of mobility poverty is a novelty in the profession, so there are no uniform criteria for its definition and measurement. Mobility poverty occurs in different forms in different countries, depending on settlement conditions, the organization of public transport, social policies and other factors. Due to its complexity, identifying vulnerable groups is difficult and requires an interdisciplinary approach. The population of Slovenia is particularly vulnerable due to scattered settlements. Analyzing the spatial data with the socio-economic characteristics of the population, the analytical part of the project will make an important contribution to the understanding of mobility poverty in Europe. Special emphasis in the project will be on the analysis of the accessibility of public passenger transport. Several methods of accessibility analysis in urban areas have been developed worldwide, the contribution of the project will be the upgrade and adaptation of methods for the analysis of accessibility in rural areas.

The project will prepare measures to alleviate mobility poverty according to different types of settlement and social groups of the population. These measures will relate to mobility management, in particular the organization of public passenger transport. The implementation of the measures will be a business opportunity for carriers, mobility consultants, developers of sustainable mobility plans and other service providers. The results will help the Public Passenger Transport Management Company in planning public transport and preparing accessibility standards.

In line with the EU's vision and objectives for climate neutrality, a proposal for an EU Regulation establishing the Social Climate Fund is being prepared. It aims to mitigate the impact of new carbon pricing in the period 2025-2032 and provide Member States with the means to support their actions to address the social consequences of emissions trading on financially vulnerable households, micro-enterprises and transport users. The project will prepare proposals that will be directly useful for the preparation of the Social Climate Plan, ie for national projects for financial measures and investments to increase the use of zero-emission and low-emission mobility and transport


Project Stages

After the introductory definition of mobility poverty, indicators for its definition and identification of vulnerable groups, we will answer two questions in the analysis. In the first step, we will investigate where mobility poverty occurs in Slovenia. We will answer this with analyzes of accessibility to public passenger transport, where we will be interested in spatial and temporal accessibility to the public passenger transport network. In the second step, we will identify vulnerable social groups struggling with mobility poverty. We will do this by gradually identifying stakeholders who are already dealing with such issues. Interviews will provide insight into the concrete causes and socio-economic consequences of mobility poverty. Based on this analysis and scenarios of rising energy prices and mobility services, we will propose measures to alleviate mobility poverty.
